Ally Cullipher
Director of Business Development

Ally Cullipher is a performance-driven and technical DoD, C4ISR and Defense Health IT leader and Business Development Executive with a proven history in capturing a variety of programs. As the Business Development Director for TIAG, she leads priority business development activities. She has extensive expertise to lead strategic captures as well as to strengthen long-term relationships with clients and partners. In these endeavors to achieve strategic growth, Ally applies more than 10 years of business, civil service and defense industry experience, coupled with her divergent thinking, results oriented leadership style and active community involvement.

Ally was previously the Business Development, Principal at Sentar Inc. where she gained expertise maturing the company’s Navy, Marine Corps, and Defense Health IT growth strategies and pipeline. Ally was formerly the Regional Program Manager & Market Lead for Vista Defense Technologies, LLC where she shaped and ultimately won multiple Defense Health IT contract opportunities for Vista in their emerging Charleston market.

Ally’s brings notable Navy Civilian experience as a Program Manager for Naval Information Warfare Center (NIWC) Atlantic. Adept in supporting a wide range of federal initiatives, she supported the Defense Health IT and Force Protection Solutions Divisions and gained extensive experience overseeing multi-million dollar engineering and enterprise information technology/information management (IT/IM) programs for several sponsors.

Prior to her civilian career, Ally worked for Spinvi Consulting, LLC where she quickly advanced from Financial Analyst, Project Manager, and Program Manager due to successful management of multi-million-dollar IM/IT programs and budgets for SPAWAR. Before joining Spinvi, Ally worked for Textron where she focused on the program management, business capture and financial management of Air Force programs.

Throughout her career, Ally has been a leader in organizational committees focusing on Women’s Networking, Diversity and Inclusion and Corporate Activities. Acknowledged by industry peers as an esteemed leader, Ally was elected in 2022 as the President of the Women in Defense (WID) Palmetto Chapter. She joined the chapter because of her passion for the professional advancement and empowerment of women and to allow her an opportunity to serve the community. Ally has formerly held the WID Palmetto Chapter Vice President, Treasurer and Networking Committee Co-chair positions. Ally graduated Magna Cum Laude from Charleston Southern University with a Bachelor of Science in Organizational Management. She is also a certified Project Management Professional (PMP).
