Description

The Army Medical Information Technology Center provides Information Management/Information Technology products and services to support over 50,000 customers in the Army Medical Department, the Military Health System, and the Department of Defense.

The Challenge

To change the paradigm and produce architecture that had a pay-off. Before 2005, systems architecture in the AMEDD had been performed on an ad-hoc basis and was ill-governed. Architecture products were “shelf-ware”; were developed only when required (usually after the system was built); and were not used by systems engineers when designing the actual systems. Meeting this challenge would require a team that was visionary, had expert architecture skills, could relate to users and project managers, and was respected enough to be able to affect a culture change within the AMEDD.

The Solution

tiag assembled an all-star team of system architects who collectively had over 100 years of experience in the Army Medical Department, much of that in information management and systems development with the rest in clinical and combat medic experience. The composition of this team and their in-depth knowledge of AMEDD operations, functions, and systems garnered instant cooperation from program managers and functional experts and was critical in the partnerships they forged in order to elicit the information needed to produce architecture models.

The Result

The tiag team quickly got to work documenting systems through the DoD Architecture Framework in order to fulfill MHS and AMEDD requirements and policies. Early successes in the documentation of systems architecture for AMEDD IM/IT projects led to changes in the AMEDD IM/IT governance process as decision-makers found they had a timely and reliable source for high-quality, standardized architecture. As Defense Business Certification requirements evolved, the tiag team became proficient in Telelogic System Architect to develop architecture in DoDAF 1.0 and 1.5 views. Now, the team is using IBM Rational System Architect and developing DoDAF 2.0 models.

At the request of the Government to become ISO certified, tiag trained two personnel to become ISO internal auditors and embarked on a 10-month program to document and improve architecture processes. tiag developed a business manual, brought all processes in alignment with ISO standards and underwent two thorough ISO inspections and became ISO certified in architecture production and business analysis in support of medical information technology system development. This certification serves as a gold standard and assures our customers that our architecture products are of a consistent, high quality and we are continuously monitoring our processes and products.
