Matthew (“Matt”) Higgins
A versatile TIAG director, Matt applies his expertise in mission operations, cybersecurity, analytics, IT management and systems delivery to help organizations succeed in rapidly changing environments. He earns esteem for his outstanding leadership, technical acumen and practice of “getting it done right, the first time around.”
Since joining TIAG in 2012, Matt has been actively involved in technology strategies and operational activities critical to TIAG’s growth. Leading significant efforts and expanding company capabilities, he has been instrumental in expanding TIAG’s work in the Pacific Northwest and on the West Coast.

A nimble, well-credentialed IT program and project management professional with more than 30 years’ experience, Matt delivers IT and communications solutions across the Department of Defense and throughout numerous federal, state and academic environments. Matt manages contracts including: Washington State Department of Veterans Affairs; Washington State Department of Ecology; City of Seattle Department of Transportation; King County Department of Information Technology; Edmonds Community College; University of Washington Medicine, IT Analysis and Development Services; and IQVIA (previously IMS Health and Quintiles), among others.
Bringing a broad understanding of IT from infrastructure and networks to software development and mobile applications, Matt views each project from the customer’s perspective. Providing sage guidance and taking a tailored, pragmatic approach to project control and execution, he remains committed to excellence in every customer initiative.
As a dynamic, collaborative leader, Matt recognizes and emboldens team member strengths. Amplifying team success, he encourages experimentation, decision-making and knowledge sharing in sync with TIAG’s unique company culture.
Previously, Matt served TIAG as a senior manager, lead project manager and IT analyst supporting high profile, high-intensity projects for government and private sector clients. Before TIAG, Matt served as a non-commissioned officer in the United States Air Force. Mastering increasingly challenging roles as a project manager and director, he managed million-dollar project installations, communications and information systems.
