David Balser

Director, Capture and Business Development

Progressive, pragmatic and solution-driven, David (Dave) Balser connects the dots of capture and business development with grace and ease.

Capturing problems and delivering solutions — with the least amount of disruption possible — Dave orchestrates winning teams comprising the right people with the precise capability for the organizational mission and culture.

Fondly referred to as the “go-to-glue-guy” who holds all the pieces together, Dave bridges all gaps by listening intently to customer challenges, and then following through by keeping his promises. Assembling stalwart teams of partners and people with genuine expertise germane to the mission, he attributes overall success to the teams with whom he works.

“At TIAG, we deliver solutions that actually make a difference. Demonstrating our practice of value innovation, we don’t just try to offer customers any solution. We deliver the right solution that solves their problems, makes a difference and helps achieve multiple goals. Along the way, we over-deliver on customer service.”~ David Balser

Synthesizing talents and tasks, Dave is an approachable, compassionate leader who empowers individuals for winning outcomes. A strong advocate for collaborative partnerships, he is credited for his “in-this-together” philosophy that moves missions forward. Establishing trusted relationships with strategic partners and professionals, he is adept in working with defense contractors, systems integrators and diverse organizations of all sizes.

During his 30-year career in capture, program and portfolio management, and contract compliance, Dave has led initiatives for multi-faceted programs across defense, space, transportation, state, security, energy, agriculture, logistics and federal health agencies, as well as commercial health domains. Esteemed for his prior humanitarian work, he leveraged the capabilities of his prior employers — Harris Corporation and Dictaphone Corporation (now Nuance Communications) — to provide disaster response communications assistance during 9/11, Hurricane Katrina and the 2010 Haiti earthquake.
